I get your point.
I wish I could comfortably read news and the like on my laptop in IE or 
Firefox at 8-point because of  height limitations but alas, although I 
could, it would be far too tiring/taxing on the eyes.
I tried to eye the height of my present WinXP title  bar (which I think is 
about the same as the task bar) and it seems it would be between 14 and 18 
point Verdana, so say 16. This is not the print within a bar but the height 
of the entire bar.

Since the days of Win 3.x I have always felt cramped and constrained by
the interface.  The title bar at the top (with the red X) needs to be no
larger than an 8 point font to contain the name of my app.  The same is
true of the task bar at the bottom.
