Let me risk playing devil's advocate here.
Below is a link to a screen shot of my XP session. This is taken off of a 
1280x1024 19" Samsung (non-WS) LCD  screen. It's somewhat compressed so may 
not have clear printing but it's the relative dimensions were after, right? 
Outlook Express occupied all the available screen (i.e. maximized).
What is the big deal with titlebars and taskbars here?
When playing with Linux, I favour Gnome and with two bars (above and below) 
more screen space is used and yet I prefer the feel to KDE. But that is a 
preference and I don't want to get into a shouting match between KDE and 
Gnome. I have implemented the KDE-desktop in Ubuntu so that I can enter into 
either environment and though it has been a few weeks since I went prancing 
through Linux, I don't recall the bars (title or task) in either environment 
being any smaller than my WinXP config.
Are they really 'stupid big'? Am I going blind?
[I have a KVM switch so I could easily click back and forth between my Linux 
and WinXP computers, but I'm not going to do that right now.]

you can certainly cherry pick examples (win xp titlebars, sure; they are
stupid big.. kde4 has rather sane defaults here) but as a generality i can't
agree. at least not in kde4.
