iptables is not loaded nor built in to your current kernel.
Try modprobe ip_tables

There are a slew of netfilter modules, so you may need to either rebuild
your kernel to include the netfilter stuff, or build it by hand by
grabbing the source from: http://netfilter.org/

Where does this box on the net reside?  Do you directly manage it?  What
distro?  Basically you need a box that is configured to be a router (it
can also be a server and or a workstation, but it needs routing
capabilities).
