Hi Sean,
From a quick look at the instructions this 'package' appears to be a python library to access some features of Skype from a python application rather than a complete 'end user' application. This is why there are no additional packages under Synaptic.
You are into writing some python code prehaps you can get somewhere with it, otherwise I suspect you will have to wait for others to code some stuff up.
An example of such is here:
