The quick and dirty way would be:
Linux: timeoutd
Windows XP: net user <username> /time: {times}
i.e. - net user billy /time: Mon-Fri, 12-14

Here is a good question, how do you set, say a user with say 2 hours
computer
time a day ? Think it as a parental restriction, kid grounded, he gets 2
hours a day on the computer .... How do you set that ?
